Joseph Tsang Mang Kin, whilst Minister of Arts & Culture in 1997, appointed Marcel Lindsay Noë as Chairman of the MFDC. Marcel launched the idea of an Image Industry for Mauritius. This is the time when he met British born Producer/Script Writer,Tim Purcell and found out that they shared the same vision and also that they had both lived in Australia at the same time some years back. In 2000, Marcel set up a company to produce 3D animation for Canal+ in partnership with the father of Motion Capture, Frenchman Didier Pourcel. The company started with 8 staff and grew to 128 in 18 months, producing some episodes of "Xcalibur" - the very first Mauritian audio-visual product to be distributed internationally.
In 2009, Marcel & Tim, co-founded TROPIKANA Studios and set about convincing the various governments to this date of the pertinence of a Film Rebate Scheme, which is essential for the Mauritius film industry to develop. Now they have entered in to an agreement with APA Agency (LA, Nashville, Atlanta, New York & London) to help design, build and market a studio complex with an internal dive tank of international standing in Mauritius.
The Studio Complex will be ready in 2018 and additionally a Marine Division has been added to the project.
Marcel Lindsay Noë has been advising the government in Cultural and Screen Induced Tourism for many years and until recently sat on the Ministry of Finance's Film Rebate Committee.
Since the Film Rebate was fully implemented in 2013 Tim has been the Mauritius Line Producer for many films and TV series from Japan, China, South Africa and the UK. Among them, 'Break Up Guru', the top Chinese box office hit of 2014.
In the meantime, Tropikana Studios has set up a Fast-Track Film Academy to train locals in the various positions desperately needed by the many productions flocking to Mauritius to benefit, amongst other things, from the Film Rebate Scheme of a maximum of 40%.
